An emulator simply reproduces the operations that would be carried out by a piece of hardware.  It is useful for running software written for different hardware.  Simply having an emulator does not automatically give you the right to obtain software written for the emulated hardware. 

Simply put, obtaining ROMs for a given emulator is outside of the scope of these forums.  We don't support copyright infringement, so no such talk is permitted here.

lol, this being rockbox tho, does it take some special rom file format? cause if it does, your hosting a useless emulator with no roms, lol.

It takes the ROMs that are stored on the cartridges.  

EDIT: To clarify, it reads the contents of the ROMs (machine instructions) located inside of the cartridges.  But I guess colloquially ROM has come to mean the actual storage device (read-only memory) as well as particular contents of said devices.

If I buy my own gameboy games, how is it even possible to get the .ROM stored on the cartridge onto the computer? Is there certain accessories that I can buy that the cartridge plugs into , and then a cable runs along it which can plug into your USB port on your computer so you can get it? Just curious how this works.

It's pretty much exactly as you've described. The one that I had used parallel port instead of USB, but that's about the size of it!
