Title: got boot loop when trying to chrage ipod off wall outlet

I tried to charge ipod off wall outlet with ipod turned off, I got boot loop. How can I charge ipod off wall outlet with it being turned off? Thanks.

Hold down Menu as you plug it in, while it's turned on and in Rockbox.

This will charge the ipod while on, however there is no way to charge the ipod while turned off in rockbox.  You can boot back into the apple firmware to charge while turned off.

Your ipod is on whilst charging in the Apple firmware as well - otherwise you wouldn't be in the Apple firmware...

It's just that the Apple firmware blanks the screen and pretends to be off...

You're right.  I suppose it's a function of the sleep mode.
