Error when Configuring Build

is your build dir in a subdir of the rockbox source?

Not sure of what you are saying but I'll answer...

C:\Rockbox\home\guest\rockbox-bleeding\

In that folder I have the \build directory, the \apps, \tools, all that I need and many others...

You can't compile in Windows.  You need to set up a development environment in Linux, using something like VMWare or cygwin.

You've apparently skipped this step of the Wiki page that you linked to:

A complete Cygwin installation with the cross compilers needed for building Rockbox. See CygwinDevelopment for instructions.

If you don't like Cygwin and you want to avoid setting it, you can try the VMwareDevelopmentPlatform which contains all needed files, compressed in an emulated Debian Linux enviroment.
