Is there any programs out there to make your own wps theme?
could you pick a pic and make it.

Making a wps is too simple for a program, it's about as easy as HTML, but if you really need a program you could try EZWPS. You do have to take the time to build it's own dictionary, I just find it's easier to bookmark the WPS tag page
Coding your first WPS doesn't take more than an hour or so to get the hang of it, take a look at this page from the wiki to get a good idea where to start.
I usually begin my WPS's with a quick sketch of the layout on paper, do a quick text based WPS based on the layout and then move on to applying the layout to a background I have in mind. Then I work with font, size and color, then I get to work on the function images (play, ff, rw etc).

what exactly don't you understand? I was just saying that the only program that can be used to make a wps is just a tag dictionary.

I'm assuming what you're thinking of is something like dreamweaver for webpages. You start with a background, then draw text boxes for the various information right? There is no program that I know of that will do this for a rockbox WPS, you just have to make them from scratch as outlined in the pages I linked to.
