I have no idea how hard disks work so I wouldn’t know if it is possible for a hard disk to be spinning all the time at a lower speed (and maybe hence less notable artefacts in the recording) with the same overall power consumption.

HDs operate at constant speed.  Thats why they're refered to as 3600 RPM, 4200 RPM, or 15000 RPM devices.
