(assuming you are using constant bitrate, not constant quality.)
Changing the framerate will not change the file size.
Filesize is determined by the bitrate, which is in kilobits per second...lowering the framerate will increase the bits per frame.

Always, ALWAYS make sure you're using a Rockbox built minutes before you post, and that you can reproduce a bug on it. Development is very active.
Your Sansa problem should be gone now (though there's another problem where sometimes after you've played a video, the next one you play will cause a freeze, but that one's got a different cause.)

Apologies... and yes, development is incredible... I'm constantly watching the SVN log for what all is coming across. I just didn't see anything that looked like it applied to the mpeg plugin at the time -- but the bug is gone now.
