that's the logic of the music industry: first they sold the physical media (CD) -- if you manage to get it damaged you won't get a replacement as you only bought a media (at least the usual customer, companies have always been different). Now you don't buy the media anymore, you only buy the license to play the music. If you loose this license you won't get a replacement. And as there is no physical media you won't get a replacement for that too ...
This logic really sucks, and the only way out I see is to legally purchase your music on CD and rip it yourself to the file format of your liking. Regarding quality I trust my selfmade file more than some online music shop anyway.

If you're looking for music that hasn't had bits of it stripped out, at a reasonable price, and without restrictions in the files, there's www.mindawn.com. Their music isn't from major labels, but the artists get a very good share (and they aren't all unknowns, I've found more than enough music I've actually been looking for there), and they offer their music in Vorbis and FLAC, the latter offering you pure CD quality.
