As a note, PLEASE do not file bug reports on Out of Sync video/audio right now. It's still not completed, it's "better" not "done"

One problem with the mpeg player. The audio and video are synced, it's just that whenever i play them, it is either slowed down to the point where the audio sounds very deep and slow, or sped up to the point where it sounds like the chipmunks. Again, the audio and video stay synced. I am also fairly sure this is a problem with the mpeg player and not the conversion because when played on my pc the video runs fine. thanks for you help.

Can you give me information about exactly how the audio is encoded for the files that do this?

I'm actually not sure. I've been having to enter some things (width/height) manually into vlc (i am using the open capture device). I'll trying entering that and see if it might be my problem.

The sample rate HAS to be 44100, this is covered in the MpegPlayer wiki page.

I'm not sure how it'll behave with a differing one, but if it doesn't outright refuse, I imagine you could get behaviour very much like you describe.
