MPEG encoding: help w/ command prompter

When i try to use vlc to encode some files, i get the error message with the command prompter saying "  'vlc' is not recognized as an internal or external command, operable program, or batch file  "

I have windows 98 OS, and my prompt line is C:\Program Files\VideoLAN\VLC\. Can anyone help me?
