Google's summer of code: layperson project suggestions?

Been reading about Google's summer of code and Rockbox's participation in it--sounds great, and congratulations!

Now a question:  if a non-tech./dev. had a thought for a project, is there someplace to make the suggestion, for tech./dev. consideration as to whether the project makes sense/might have support/fits within the Rockbox goals?  Or just post it at the wiki page?  Am hesitant to do that, as I just don't know enough to know enough.  Perhaps some other lay folk feel the same.

The thought:  development of file playback ff and rew with sound (for example, as with the original iRiver 1xx/3xx firmware--not itself the reason to do it, but an example of it).  I've always though that this option is one of the few features missing in Rockbox, but it seems like a big project-- perhaps something ideal for the summer of code project?
