is it possible to make a wps with animation (e.g. a dot moving up and down)? If so, how?

Yes, see the DancePuffDuo WPS included in Rockbox...

How?
Look on the Wiki at the WPS pages and learn how to make a WPS yourself
Look at the code for the DancePuffDuo WPS and see how it has been achived there
Make your own animation!
