http://www.pdroms.de/ was linked on the PluginRockboy page.  I am sure a google search for "homebrew gameboy rom" would do the trick.

How do you actually download Rockboy? And are the roms the same as a normal emulator?

It's part of Rockbox.  No separate downloaded is needed.

As we have said, GBA on iPods is impossible.  You might be able to pull it off on the Gigabeat though.
