For example asking "Is this a bug, or am I doing something wrong" or "FS #6000 irritates me, anyone here found a way to reliably reproduce it?"

I wrote those guidelines, so I'm quite intimately familiar with what they say, and in that case (as with most) they are intended to be taken literally. When I said this is not the place for Reporting bugs, I was also being literal.
