1. you can do this yourself. No problem, just check out svn on a given time and compile it.

2. You need to distribute the sources on demand only. So to comply to the GPL it isn't necessary to have the sources available for download somewhere, in fact, one could even ask for a small fee (for CDs / shipping) if shipping the sources on demand. Having a public available repository is even better than releasing tarballs as you can see every change in detail. The GPL doesn't tell in which way to distribute the code, so a repository is completely valid. While having regular tarballs has become quite common in the open source world it isn't required by the GPL in any way.

It is though required that he has his own copy of all the sources necessary to build the binary he's distributing. But he can achieve that simply by making a tarball of the revision he's just downloaded immediately after compiling the build, and keep that around somewhere.
