No, there isn't any dedicated sound. As Rincewind said in 2006, you can hear when the player starts if you set the Start Screen to Resume Playback: You can hear the song that was running when you shut the player off the last time. Stopping playback is easy to hear and will lead to idle power off, in case the user accidentally does a short press of Power/Menu instead of a long press.
Also, if the Start Screen is set to one of the menus then you should hear the highlighted menu item get spoken if you have the voice interface enabled (to the best of my recollection).

If you listen close enough you can sort of hear it turn on through some feedback in the headphones (I just have generic ones right now). I think she might be partially deaf in one ear so I was really hoping for an actual audio clip.
I guess what I'll have to do is set up some audio instructions for her so she understands what to anticipate and how to troubleshoot whether it's on or off (e.g. by scrolling the wheel to hear if the menu speaks and/or power cycle until she does hear it).

It shouldn't be hard to add an additional "Player started" splash that would get voiced. However, for most cases this is likely to be unwanted and annoying, so I don't think something like that would make it into svn. As for shutting down, I usually simply leave the player for idle poweroff, and I don't see a big need to explicitly power down the player in general.
