Is it possible for the peak meter to decrease in amplitude when the volume is decreased? currently it is slammed to the max, and doesn't respond to volume.
I also cannot find the docs page for the cfg files, can someone link it?

You mean the peak meter during playback? Peaks are how loud the actual digital audio file you are listening to is. That is independent of volume, and a song still has the same peak at max volume and muted.
