How to use Rockbox without mp3 connected

I managed to find the config file. Please let me know what should I change? It is not clear. The copy of my config is given below.

I'm only a user, not a dev, apologies if that wasn't clear yet.

I use the Utility on Linux and in my config file, inbetween the lang= and platform= lines, there's a mountpoint= line that's absent on yours.
Perhaps try typing one in with the path to where you want to generate the talk files, something like:

...
lang=
mountpoint=D:\\USB\\FolderWithFiles
platform=sansac200v2
...

I have no idea if this will work on Windows like it does on Linux.
