Playlists saved in two different places?

Sometimes they get saved in the Playlist Catalogue and sometimes they get added to the end of the folder where all the subfolders for the music itself is stored.  I can't work out why and how it does such a thing.  How do I make sure they always get put in the Playlist Catalogue?  Can I just manually move existing playlists from the music folder to the Playlist Catalogue using my laptop?

I moved the other playlists to the Playlist Catalogue and they still work so that is good.  But why did it decide to put them in the music folder in the first place?  Is it to do with the music folder I use being on an SD memory card and the Playlist Catalogue being on the built in memory?
