A release isn't really that different from a dev build

Could you please stop nitpicking? The current release is almost four years old and horrendously out of date. There have been nearly 2,000 commits since then...
There's literally no reason to keep using 3.13.c

Stable ports are ports we consider mature.
Nothing to do with releases.
