I would be interested if you have the System Trace of Rockbox Utility stored -- looking at the code it should work, and when I change the URLs to https it works fine for me. Haven't tested on Windows yet though.

It works now, and I have no doubt that it works if the base URL is https. What does not work (and I can't easily provide a trace, doing that would require the server config to be changed again) is if the initial URL returns a redirect. For some reason the redirect isn't followed properly.

download.rockbox.org has now been changed to allow plain http, which should fix the issue for now.

That's quite strange -- I just created a simple test program that tries to download http://www.rockbox.org (which redirects), and I see that the server responds with a redirect, then it follows the redirect and downloads the front page. That works even on Windows (I was wondering if it might be related to the fact that Windows might not be aware of the Let's Encrypt certificate)
