it really surprises me, I'd love to know more why so many manufacturers choose to spend so many resources on developing inferior firmware instead of just porting rockbox to many compatible hardware options and providing a custom skin.  It seems like a lose/lose situation and waste of effort.

Very few companies do much actual firmware development. Most just skin the firmware that comes with the soc vendor.

Well so long as they release the source code for their modified firmware it will be fine.  (such is the requirement of GPLv2 software)   They could also simply create their own port here and put their work twards improving rockbox for them AND everyone else.
