Alright well, I tried replacing my addon memory card, and completely reinstalling Rockbox on the device itself.  Still no luck with the playlists.  Am I supposed to be installing Rockbox on the memory card, instead of the device's internal memory?

Alright, I was able to confirm with Saint in chat that this is a bug and/or limitation as of commit 7d1a47c.  When we roll back to a commit prior to this, it works fine.
