Rearranging Main Menu. Where do you select the new config file?

I edited the main config.cfg file by copying it, and adding the line

root menu order: bookmarks, files, database, wps, settings, recording, radio, playlists, plugins, system_menu, shortcuts

I want to move "resume playing" to the top of the menu, so that when the unit powers off the display, I can easily resume playback by hitting the center "select" button.

So I moved WPS to the front of the list.

Where do I go in the Rockbox menu to tell it to load this new config file?

You don't. You just change the value in config.cfg.
