Farsi language interface

Hopefully I am in right topic:

I am interested to translate the interface into Farsi (Persian) language.
I read the instruction.
My question is : Which editor (in windows) you recommend for modifying the lang file?
(consider also the fact that Farsi has difference characters similar to Arabic)
