Help for Radio

I have been able to set up the music files, but I cannot set up the radio.

(1) How do I create the directory for the FRM files?

(2) How do I populate that directory with four frequencies that will never change:

          95.9
          97.1
          102.5
          104.5

Any help would be much appreciated.
