This percentile is determined from measuring the voltage (with a buffer margin to avoid deep discharge).
It is possible that the chemistry in your battery has degraded over time. If it really bothers you a lot, and you're determined to fix it (its pretty much solely an aesthetic issue and doesn't have any bearing on the functionality of the device), this would require that you
set up a development environment capable of compiling Rockbox, and then change the upper bound of the battery percentile as displayed to the user.
None of this is terribly difficult, but one should consider time+effort/benefit. Essentially, if you're determined, and have the time and the dedication, and consider this a worthwhile endeavour - go for it, but only you know the the state of those factors and how they relate to your situation.
