I would actually call this behaviour a bug. Playlists most certainly should be present under the 'supported' view in the file browser.

Regarding file extensions, yes, a file extension must be present, and .m3u is also an acceptable file extension for playlists, the difference being .m3u8  uses UTF-8 encoding.

Additionally, for what its worth, our fine manual describes how playlists are handled in Rockbox, and the use of the playlist catalogue.
