Does Rockbox have Limiter?

For example, if ReplayGain in track mode causes massive gain increase, what will happen? Will the samples that go over 0dBFS just clip, or a limiter will be used?

Just clip, although if used properly replaygain will never cause clipping and can actually be used to prevent it via the prevent clipping option.
