Create Booksmarks on the WPS Context Menu Disappears (and Reappears)

WPS Context Menu >> Booksmarks >> only List Bookmarks appears (and not Create Bookmarks)

I have used Rockbox on this Ipod Mini for 2 years and this behavior just started.
It happened after I decided to update the Ipod using RockboxUtility v1.4.0 (big mistake)

Here's the steps:
*   I perform a complete uninstallation of the iPod (only root_dir.bmark remains)
*   I install just the main Rockbox firmware (v 1.3.1 or Dev verison ... same behavior)
*   I add my tagnavi_custom.config
*   I start up the Ipod and everything is fine (Create Bookmarks menu item appears)
*   only setting changes: 3 second rewind on pause and 10 second rewind before resume
*   I plug in the Ipod to the laptop (Win XP) and view the podcasts (no modifications)
*   I 'safely remove hardware' to eject the Ipod
*   Create Bookmarks menu item no longer appears

*   I stop the current podcast Now Playing, go to another podcast, and Create Menu is reappears
*   I go back to the 1st podcast Now Playing and Create Menu has reappeared.

RockboxUtility v1.4.0
Same behavior with Rockbox Version 3.13 or Development Version (Revision eb7e709)
Apple Ipod Mini (2nd gen)
