It contains exactly one folder, and in this folder is exactly one executable file. That's pretty much the same as for the release. There's also the source code linked. You can also get that, but then you need to compile it yourself.
It would be really helpful if you directly stated what you did if things don't work as expected or you don't know how to proceed. Nobody but you can see what you did, and guessing around is really annoying.

I clicked on the link i see this is what is happening still:
OK we still have a problem the same errors i told you i was having with the 1.3.1 i was having the same problem of the utility program crashing & saying it still does not find the Mountpoint does not exist & that happens when you hit ok & it forces you to hit the autodetect & it closes every time.
Also i sill can not get the System Info either.
Do you think my problem might be that i have Windows 8.1?
all i did was download the Zip file Extract the file & open the program up & never got any farther then that so i don't know what to do now
ModEdit: Fixed his quote tags
cooltwou:

If you run the Rockbox Utility in a directory containing periods, like "C:\Users\Joe\Downloads\RockboxUtility-v1.3.1", it seems to crash. Move the file to another directory.
Also, set the Clip+ to MSC mode in it's USB settings.

I run it from that folder in windows 7 and have not noticed a problem. Dots should not be a problem in a file path in windows.
