I deleted it and I still cannot change songs.

What is the exact name and path of the file you're looking at?

H:\.rockbox\config.cfg

saratoga:
Do you also have a \.rockbox\fixed.cfg file?  That will override the config.cfg file. 

Also when you reboot rockbox, has the contents of the config.cfg file been changed?
