Theme Modding Question

I'm tweaking the runner_96x96 theme on my Clip Zip, and there's one thing I'm having trouble changing.  I can't get the clock to change from 24h to 12h mode.  Is this set in the theme, or in my general system settings (where it is set to 12h)?  The line for time is currently: %ar%cH:%cM   Any help would be appreciated.

If you replace it with the following, it can be controlled from the time format setting.

%?cf<%cH|%cI>:%cM
