Background bitmap problem displaying

I'm using the standard wps background method of %X(filename.bmp) to load a simple bitmap that is solid black with a single yellow horizontal line #FFFF00.  I know that the other two solid colors #FF00FF and #00FFFF are reserved for transparencies and such, but I can't find anything indicating the yellow is reserved.

Anyway, I set the image code and load the theme and I get a resemblance of the image in that I see the line and where it is correctly positioned, but the black background is solid blue (like a sky blue), and the line is solid black instead of yellow.  I thought maybe it was making it transparent or something, but the sky blue color isn't set anywhere as a background or foreground and why would the black color be transparent?

Can anyone tell me if I'm doing something wrong?  I tried creating the bitmap in gimp by copying a bitmap that worked in another theme I downloaded and making sure the indexed color mode didn't change in case that mattered.  I also tried a 24-bit bitmap as well.  Always the same result.
