The manual states:

To create a playlist containing all music on your player, you can use the Create Playlist command in the Playlists menu found in the Main Menu. The created playlist will be named root.m3u8 and saved in the root of your player’s disk. "

I find no such command in the Playlists menu on my Clip+ (there is no "Main Menu" listed, only General Settings) with only Playlist Viewer Settings,Recursively Insert Directory, and Warn When Erasing. I can find no "root.m3u8" playlist located anywhere in the players storage either.

The Main Menu is the first menu you see when booting the device.

When the manual refers to the "Playlists menu", on the "Main Menu", it is actually referring to the Playlist Catalogue (I have noted this error, and this should indeed be rectified) entry that should indeed be clearly visible in the top level menu of the device, and "Create Playlist" should indeed have been the very first entry thereof...but that entry hasn't existed for quite some time now, I apologise.

Thank you for bringing this to attention, for the time being, you can bring up the context menu (long hold select) on the Playlist Catalogue entry of the main menu which will act as a shortcut to the playlist settings, and from there you should find the Create Playlist entry. Alternatively, you can navigate to:

Settings - General Settings - Playlists - Create Playlist

It is also worth noting that the option to create a playlist should be given by bringing up the context menu on any audio file or directory in the File Browser or Database as well.

OK, I was able to navigate to the Create Playlists screen, but not sure how to create/save one. All the buttons seems to move up or down & move cursor or add & subtract a character. But how do I actually create & save an all encompassing playlist of all my tracks?
I see 4 lines of characters that look like a foreign language, then below those is //Playlists.m3u8. What button do I need to click to have it save the playlist?
Sorry for the questions, it just is not very intuitive.

I think your are talking about the rockbox keyboard. Look at the manual for how to use it, like how to navigate and what buttons to press to save a playlist.

Is "//Playlists.m3u8" the Rockbox default naming scheme for a  created playlist, and if so, if I  just want to use it , how do I  just save it under that name?

I just want every track that is on the Clip+ to be all in one single playlist, that I can just start Shuffle, and let RB be the DJ.

Yes that's the default naming scheme, but you can edit the name with the virtual keyboard. See: http://download.rockbox.org/daily/manual/rockbox-sansaclipplus/rockbox-buildch4.html#x7-420004.1.3

Long Select  Exit the virtual keyboard and save any changes.
