mp3_encoder pulgin

So I have Rockbox installed on my SanDisk Sansa Fuze V2 and I was messing around and I saw a .rock call mp3_encoder, I tried to use it on a .ogg file I had and it didn't work, can someone tell me how to use this or what its for?
