Themes don't seem to be working.

I installed the Blu 1.0 theme, but the background seems like it's not like it shows in the pictures. My background looks plain blue.  In the pictures, it looks like it's supposed to have different shades of blue and it looks like there is snow on it or something.

Anybody know what I'm doing wrong?  I also didn't see the scrollbar at the bottom, and I figured out how to get that to show up, but I can't figure out the background.
