Hello, I tested Rockbox Utility version 1.3.1 The latest build of rockbox doesnot speak baterry status. With older version of Rockbox utility it Works.

Err ... no. Rockbox voicing battery status is not related to Rockbox Utility in any way. Rockbox Utility simply installs Rockbox. It can also generate voice files for Rockbox, but it has no control over what Rockbox is voicing and what not. If you want to tell us that there is a problem with the voice file generated by Rockbox Utility you also need to verify this against a voice file generated in a different way, and you clearly need to state that. Otherwise nobody is likely to look at your problem.
