Implement Chapter Extension for VorbisComment

Quite a lot of podcasts I listen to already have these comments in their ogg-files (mainly because of auphonic.com) and I'd love to see support for these chapter marks in Rockbox.

Looks like an interesting feature and I personally think this would make a nice addition (although I have no plans to work on this now).

I wonder how this relates to cuesheets (for which there is already support in Rockbox).
I read that vorbis and flac already support cuesheets. Perhaps the chapter extension can be treated as just another kind of cuesheet.

Just to add my 2 penath here: I would dearly like to encode my audiobooks in Opus with Ogg chapter marks. (The problem with using cue sheets is the 100 cue point maximum).
