I am encountering the same issue described by the OP on my Fuze+.

Did you file a bug report with that file?

I added a comment with the information to this bug which describes the same problem.

My Sansa Clip+ (v1.02.18) consistently exhibits the skipped track behavior on WMA 10 Pro encoded tracks. Re-encoding with WMA 9/9.2 resolves the issue.
