To be clear, the stable build will be essentially identical to the one you've just downloaded.  If you can't run a Windows executable now, you won't be able to run it then either.

I only need the utility.exe to not stop working when I try the automatic install. Any suggestions on how to do this would be appraeciated

As already said: use a newer version. Which means, since no newer version has been released yet, use a development version. For which the downloaded file looks *exactly the same way* as for a release version. Except for the filename of the file to download.

I hae installed the development version, but the utiliyu stops working when I try to install the bootloader this is the original problem. Am I correct to assume I have to install the bootloader manually following the manual directions. Which file on my fuze+ is the bootloader installed?

You should *really* be way more specific. What is "stops working"? How does it look like? There is a problem in the latest released Rockbox Utility with Fuze+ bootloader installation that has been fixed in the latest development binary. What version *exactly* is the binary you're using?

No.
