Certain size of converted font has top of letters cut off

Some sizes of converted font come out absolutely perfect, others have the bottom of letters cut off, that then reappear at the top!  There is a gap under all text using this font, its almost like it needs to be aligned slightly lower.

What do i need to change in the parameters of the font converter command line?

I don't get it, its a proportional font, so why would this happen?
