TTS on text files

Hello, i just wondered if the TTS is prerendered onto computer or is "live" on mp3, if it is live, it would be posible to make plugin to read text files. I can sign on developing this.

Speech is generated on the computer, which is why you have to load talk files to use it.  

It should be possible to run a TTS engine in a plugin, but no one has done so.
