There is no problem with using FAT32 on a 64GB device, other than the fact that the Windows format utility refuses to format devices larger than 32GB as FAT32. If you format it with something else it works fine.

There is a utility that work with 64GB on Windows 7 or it's a OS fault?

Any formatting tool other than the one built into Windows should work.
