Festival tts support in Rockbox utility in Windows

Hello,
I use festival with NVDA in Windows.
Is it possible to add the engine into Rockbox utility and generate talk clips and voices in Rockbox Utility?
There is the python script for NVDA too.

Rockbox Utility supports festival on Linux, so it should be possible to add support for festival on Windows as well. Can you compile Rockbox Utility yourself?
