Clip+ and distorted mono low bit rate WMAs

I am observing a big difference in sound between the OF and Rockbox 1.8.1 when listening to a low-bitrate mono WMA (20/22khz). The OF sounds fine, but in Rockbox the sound is very distorted. All of the other low-bitrate WMA I tried also sound fine in the OF but distorted in Rockbox.

I can't attach the WMAs because of copyright, but I did find a sample at wmatools http://www.wmatools.com/samples/16-16000-mono-cbr.wma that also exhibits the same problem.

Have I found a bug or am I doing something wrong?

If other codecs don't distort with the same settings then it sounds like a bug in the WMA codec.  It seems like a bug report would be appropriate.

The ASF parser can't understand that file.  I posted the link here:
