how to slove the GCC_NO_EXECUTABLES error in cross-compile?

i'm trying to build a new arm toolchain base on gcc 4.5.2(yes, i need the lto, and gcc 4.6 seems...not stable enough)
after a long time compling, the cygwin console report:configure:5877: error: Link tests are not allowed after GCC_NO_EXECUTABLES.

is there a workaround?

attachment is the config.log which contains the error
