Hm。you are referring to how it is Done however? through radiowaves to a certain Chip in your TV? No. That does Not have a screen, only Relays Information to the TV screen. ( sorry , am unsure what you meant... =S )
Ahha, Radios slightly did use to have this, the Story telling & such you could hear around dinnertime on the Radio.
I Wonder how hard it would Be to make a Speech/ Song to Text Engine...probably enough to give a headache Yes? =)
we have a Text to Speech Engine, ( Reverse Engineering ) OR something of that sort could have a possible Speech to text Engine?
The Resources it would use would probably Be terrible... If it did Run at all.

I meant that radio signals do not also carry closed captioning (text)* as TV signals do, as (a) radios have no screens, and (b) radio is inherently an aural medium. Closed captioning on TV programmes is to help deaf people; if you are deaf then radio is not for you.
*RDS is a limited system for small amounts of information, it is not used for transcribing all the audio.

Text-To-Speech is the opposite direction (and isn't included in Rockbox either). You are asking about a speech to text engine, which is complicated with just a clean voice track, much less mixed into music and delivered with non-standard meter and rhythm.
