svn co svn://svn.rockbox.org/rockbox/trunk rockbox
  looking to compile a base version of rockbox for my v2 fuze with the only difference being usb enabled.

All versions of rockbox are built from the same source code, so yes.

He probably means if the source code in SVN is "vanilla" source code (i.e. our own, no mods, no nothing).
