Installed on Sansa Clip+ but menus don't talk

I did the install utility on my V01 Sansa Clip plus, and everything seems to be there. The only
problem is the menus are not audible. Is there something else I am supposed to do? I have a Clip + with 2 GB on board and 2 GB microSD. Thanks for your help, I'm trying to configure this for a blind friend and am frankly puzzled.
...later I found I needed to specificly install a voice file. I clicked on the first option of the Accessibility Rockbox utility 'Install Voice File' , and it appeared to do an install. In looking in the lang subdirectory on the player, it looks like it installed all voices. I was confused by the other two options on the utility, and I couldn't get them to execute anyway because none of the selections would give me a valid TTS engine.
What am I missing?

You need to install a voice file or create one yourself. Rockbox Utility has this functionality grouped in the "Accessibility" tab.

I did install the voice file, option one on the accessibility menu. It said it installed OK, but still no voice. Should the voice just announce the menu as you move back and forth between menus? Any change it is somehow turned off? What else might I be missing?
