Fuze v2 displaying improper battery percentage

On my Fuzev2, the battery percentage will change when I insert a USB cable to charge it. For example, it would say 28% with out the cable plugged in, but then would drop down to 15% when I plugged in the cable to charge it. Any reason on why that would be happening?
